    Well you can't really categorize all rap lyrics as "dumbed down". Even more so, mainsteam hip-hop is being dominated by the south right now...and that's there capability of rapping, which appears to you "dumbed down".

    some artist do dumb down their lyrics whenever they chose to like T.I., Jay, Lupe, Luda, Nas...etc so they don't go too far over the weak-slow minded heads.
